City of Tshwane Speaker, Mncedi Ndzwanana, has hit back at claims of ruling on emotions, particularly accusations from the Democratic Alliance (DA) alleging that opposition voices are being silenced.

In a firm statement, the Ndzwanana dismissed the allegations as “misguided and baseless,” asserting that his conduct in Council was governed strictly by the rules and orders law, not emotion or partisanship.

“It is wholly incorrect to claim that opposition parties are being silenced,” Ndzwanana said.

“All councillors continue to enjoy full freedom of debate in our meetings, which are transparently live-streamed for the public.”

Ndzwanana is a councillor from the African Transformation Movement (ATM).

The Speaker emphasised his commitment to impartiality, saying that managing debates fairly is central to his role.

He stressed that no political party has been denied the right to speak, and Council proceedings remain open, except during in-committee sessions.

Responding directly to the DA’s claim of being a tyrant and ruling on emotions, Ndzwanana stood firm: There is no agenda to sideline any party. These claims are not only untrue but undermine the integrity of the legislative process.

He also addressed rumours suggesting that the new administration is dodging accountability.

That is false, he said, adding that committees were sitting, and council oversight continued.

Ndzwanana reminded the public that the council had been in recess over the festive season, but essential services and legislative functions carried on.

Touching on a pending Motion of No Confidence scheduled for June 26, the speaker confirmed he has reviewed the reasons submitted for the motion, stating, that they lack merit.

“In addition, they do not have to mount a defense against the motion, but the truth will prevail,” he said.

Ndzwanana stated that his responsibility was not to speak on behalf of the city’s executive, but to safeguard the integrity and impartiality of the Legislature—something he insists he remains fully committed to.

Meanwhile, the DA said will file a motion of no confidence against the speaker. The motion is expected to be tabled during a council meeting on 26 June.
