WhatsApp trail reveals Brown Mogotsi’s R360m tender influence, payments, and leaks |Madlanga Commission



SAPS Crime Intel. Lt-Gen. Dumisani Khumalo told the Madlanga Commission that WhatsApp messages provided as evidence, Vusimuzi “Cat” Matlala paid a fortune to Brown Mogotsi, who then used his ties to Police Minister Senzo Mchunu to sabotage investigations, leak classified police documents, and land Matlala an R360 million state contract.

The revelations are backed by a series of WhatsApp messages extracted from Matlala’s phone, showing detailed instructions from Mogotsi requesting payments, flight bookings, and financial favours — many of which were fulfilled.

One such payment of R38,000 was made to Gotlhe Specialists, a company linked to Dorothy Oarabile Lekhoaba.

Lekhoaba is also listed as a director of Brown Liquor Store, directly tied to Mogotsi. Both companies are registered at the same address in Mahikeng, in the North West.

Khumalo said this access enabled Mogotsi to win Matlala’s trust and secure influence over state procurement processes.

Matlala has also been linked to the R2 billion Tembisa Hospital tender scandal.

Dorothy Oarabile Lekhoaba is a director in companies linked to Brown Mogotsi.

Additional entities linked to the network — including Credible Media, the Brown Mogotsi Foundation, and Peo-Moodi Agricultural Co-Operative — suggest a broader operation with roots in political patronage and potential state capture.

Though Mchunu has not been formally implicated, the commission is now under pressure to probe deeper into these connections and the extent of the rot within SAPS and public procurement.
