City of Joburg fills key posts – But who will take over Transport after Kunene’s exit?
City of Joburg mayor Dada Morero has reshuffled his executive committee, appointing Loyiso Masuku as MMC for Finance and Sithembiso Zungu to Shared Services; however, the Transport portfolio remains unfilled following Kenny Kunene’s resignation.
Masuku’s appointment follows a vacancy left by Margaret Arnolds, who was re-elected as Speaker of Council last month.
Morero also appointed ANC councillor Sithembiso Zungu as the new MMC for Group Corporate and Shared Services.
“These appointments are crucial as the city seeks to strengthen financial governance, uphold fiscal discipline, and enhance revenue collection to serve its residents better,” Morero said.
According to him, the reshuffle demonstrates his commitment to fostering stability, which is essential for maintaining productivity and labour harmony in Johannesburg.
“This dedication positions the city as a high-performing organisation that is responsive, professional, and attuned to the needs of its residents,” he said.
Morero said the appointments took effect on Thursday, August 6.
Masuku fills the position left vacant by the African Independent Congress’s (AIC) Margaret Arnorld, who replaced ActionSA’s Nobuhle Mthembu as Speaker after Mthembu was removed in a motion of no confidence in June.
Council whip Sithembiso Zungu will now take over Masuku’s former portfolio of shared services.
However, there has been no announcement regarding the transport portfolio or who from the Patriotic Alliance (PA) is likely to fill that vacancy.
This follows the resignation of Kenny Kunene in July as transport MMC and councillor, after allegations linking him to alleged criminal syndicate Katiso “KT” Molefe, who is accused of masterminding the murder of popular musician Oupa John Sefoka, known as DJ Sumbody.
Sefoka was gunned down in a hail of bullets in Woodmead, Johannesburg, in November 2022.
His two bodyguards, Sibusiso Mokoena and Sandile Myeza, were also killed in the shooting.
Meanwhile, the PA has indicated it wants former Democratic Alliance (DA) MP Liam Jacobs, who recently joined the party and is also its 2026 mayoral candidate in the City of Tshwane, to replace Kunene.
