'Cartels decide police leadership’: Masemola tells Parliament



In explosive testimony, General Fannie Masemola told the Parliament’s ad hoc committee that his tenure as National Police Commissioner was decided by cartels. 

This, despite being appointed by President Cyril Ramaphosa. 

Testifying before the committee on Thursday, Masemola said there are always plans being devised to remove national commissioners.

“There will be criminal cartels that will go into a little corner, connive, and come up with a case so that you can be removed. 

“Actually, from day one, when you get appointed, there are those who work day and night to see how they can remove you,” he said.

Here is a graphic that Lt-Gen. Dumisani Khumalo used to illustrate the three members of the cartel, whom he said he will not reveal at this stage due to ongoing investigations. Katiso Molefe and Vusimuzi Matlala are part of the Big Five cartel.

Masemola added that he would like to finish his term, which was determined by other key stakeholders, who, in this case, are criminals.

Masemola emphasised that the state of policing was quite challenging.

“Policing of today can never be described as the policing of 30 years ago. It’s quite challenging and requires new ways,” he said.

Masemola was appointed as the National Police Commissioner of the SAPS on March 31, 2022, by President Cyril Ramaphosa.

He succeeded General Khehla Sitole in the role.

Meanwhile, KZN Police Commissioner, Lt-Gen. Nhlanhla Mkhwanazi, who also appeared before the committee, raised concerns about rogue elements who try all means to infiltrate the SAPS.
