Two years after being expelled from his political party – a move that many believed should have ended his career – convicted sex offender Jeffrey Donson remains mayor of Kannaland.

Donson, who was convicted in 2008 of statutory rape and indecent assault of a 15-year-old girl, is still serving as executive mayor of the Little Karoo municipality.

His political career has been defined by controversy, shifting alliances and widespread public outrage.

As leader of the Independent Civic Organisation of South Africa (Icosa), Donson returned to power following the 2021 local government elections, reclaiming the mayoral chain for the first time since stepping down after his conviction.

In October 2023, Icosa suspended Donson over internal disciplinary disputes amid growing pressure from civil society organisations calling for his permanent removal from public office.

However, the suspension was short-lived. Donson reportedly prevailed in the internal power struggle and reasserted his authority, enabling him to continue as mayor.

Municipal officials confirmed that Donson continued attending council meetings, chairing discussions, and making executive decisions. Public municipal records viewed by IOL still list him as the executive mayor.

“He’s been running meetings, giving instructions, and signing off on matters as usual,” said a senior official, speaking on condition of anonymity.

Juanita du Preez, spokesperson for Action Society, expressed dismay that a convicted sex offender remained in public office.

“It is unconscionable that a man found guilty of sexually assaulting a child continues to hold the title of executive mayor,” she said. “Every time a convicted offender like Donson is allowed to serve in public office, government sends a clear message that political power outweighs justice for victims.”

Attempts to reach Donson for comment were unsuccessful.

Icosa entered a coalition with the ANC and an independent councillor—an arrangement that saw Donson reinstated as mayor and party colleague Werner Meshoa appointed as deputy mayor. Meshoa also has a criminal conviction.

After weeks of national condemnation over the appointment of a convicted sex offender to public office, the Kannaland council passed a motion of no confidence in January 2022. Brought by DA councillors and supported by coalition partners, the motion led to the removal of both Donson and Meshoa.

Ten months later, in October 2022, Donson returned to office. Political reshuffling in the small municipality allowed Icosa to regain control through new coalition agreements, overturning the earlier no-confidence decision.
