Security expert Professor Kholofelo Rakubu says the testimony from Crime Intelligence Head Dumisani Khumalo has helped the Madlanga Commission of Inquiry make progress by shifting the focus from isolated incidents to systemic corruption.

Khumalo appeared before the commission earlier Tuesday after being unable to continue his testimony last month due to illness.

Parts of his testimony have revealed how the suspended Deputy National Police Commissioner, General Shadrack Sibiya, has connections with individuals implicated in criminal activities.

Rakubu says Khumalo’s testimony highlighted issues of criminal cartel connection with the SAPS.

“From his testimony, particularly now implicating a HAWKS official. It now draws much into your operational compromise. It now highlights issues of cartel connections. He then reverted back to evidence of infiltration because with the video that was projected today, the footage suggests law enforcement officers actively collaborating and also undermining investigation and enabling impunity.”
