Security expert, Kholofelo Rakubu says the testimony of embattled Police Minister Senzo Mchunu at the Madlanga Commission of Inquiry was a very strategic attempt to try and justify the disbandment of the Political Killings Task Team (PKTT).

Mchunu, who appeared before the commission on Tuesday, made mention of a 2019 feasibility study which had recommended that the PKTT be disestablished and its members be absorbed into a resuscitated murder and robbery unit.

He said that the PKTT was never meant to be a permanent structure of the South African Police Services (SAPS).

Mchunu, who’s been on special leave since July, will again appear before the commission on Thursday.

Rakubu says Mchunu tried to frame the disbandment of the task team as a legitimate administrative decision.

“I think they went for the selective disclosure approach with a bit of narrative management because they’re using bureaucratic justification by citing your 2019 feasibility study to justify a decision that he – by now knows – many witnesses, even your legal experts have identified as over stepping. By the time we arrive at the over stepping question, he would have laid this groundwork that administratively – it was justified because of the 2019 work study.”
