Statistics South Africa on Tuesday published the 2025 General Household Survey focused on the country’s eight metros, showing various development indicators for households in metros that include education, health, social development, and transport.

Development indicator highlights

The report indicates that in 2025, the City of Tshwane had the highest percentage of households (13.8%) that reported having substandard toilet facilities, followed by Mangaung Municipality (13.6%), with the City of Cape Town reporting 1.7%.

The City of Cape Town leads in households reporting access to improved sanitation facilities at 95.9%, with the lowest-scoring metro reportedly being City of Tshwane at 85.1%.

Almost half of the workers in the City of Cape Town (48.8%) took more than 30 minutes to travel to their place of work, compared to fourth-placed City of Johannesburg at 38.3%.

One in five (20.2%) of learners in the City of Cape Town reported taking longer than 30 minutes to get to school, more than double the proportion of learners in the City of Johannesburg (8.8%).

Ekurhuleni Municipality reported the highest proportion of households living in informal settlements at 19.7%, almost five times as much as Nelson Mandela Bay households (5.2%).

National Mandela Bay also leads in households living in RDP or state-subsidised houses at 38.4%, over four times higher than the City of Johannesburg’s 7.9%.
