Six of eleven GP municipalities received unqualified audits: Dunga
Gauteng Finance MEC Nkuleko Dunga says six out of eleven municipalities in the province have received unqualified audit opinions.
He says that overall, the audit outcomes of the province regressed in the 2024-2025 financial year.
Dunga addressed the media in Johannesburg in response to the Auditor-General’s consolidated report on municipal audit outcomes.
“Six of the 11 municipalities received unqualified audit opinions with findings. Two received clean audits with no findings at all, and three received qualified audit opinions. We must commend Midval Local Municipality and the West Rand District Municipality, which sustained clean audit opinions for 13 and two consecutive years, respectively. Proof that clean governance is possible in this province when leadership commits to it,” adds Dunga.

Dunga also raised concerns over the City of Johannesburg accumulating R6.5 billion in irregular expenditure.
The MEC says wasteful expenditure impacts basic services such as water and electricity.
“Tshwane alone has accumulated 12.17 billion in irregular expenditure, 5.22 billion in unauthorised expenditure, and 3.61 billion in fruitless and wasteful expenditure over the four years, the highest irregular expenditure of any municipality in this province. Tshwane’s unauthorised, irregular, fruitless and wasteful expenditure means that water losses of 5.2 billion and electricity losses of 10.4 billion continue year after year, while residents in Soshanguve and Mamelodi carry the cost of infrastructure that leaks more than it delivers,” says Dunga.
